Review Intership Plan Week Three


5399 Capstone Superintendent Internship
Week 3 Assignment Part 1
1.       Review your intern plan, identify any experiences focusing on district or campus improvement plans, and offering recommendations based on your review of improvement efforts.  Use the CARE model (C-concern, student list at least 3 actions that must be sustained and supported to achieve the Campus Improve initiative. A- Affirms, student affirms or identifies at least 3 actions that must be sustained and supported to achieve the CIP. R-Recommendations, students describe at least 3 recommendations you would make regarding the DIP. E-Evaluate, student identifies at least 3 strategies for evaluating the Improvement plans or recommendations. 
2.       Schedule an appointment with your district site supervisor to discuss her Superintendent Internship Summative Evaluation (SISE).
3.       District site supervisor will be asked to complete a SISE on the intern by the end of course, have a conference reviewing the SISE.  Student is to use the SISE to address any recommended areas for improvement in the students Three Year Professional Development Plan.
4.       Write a summary of recommendations and lessons learned from experiences with the district improvement initiatives. (one page)
5.       POST a reflection on your improvement initiatives and comment on the reflections from at least two other students on their blogs.
Concerns – Review your participation in improvement initiatives or efforts to engage in action research.
List at least three concerns that you have identified from these experiences – a concern may be any matter that engages your attention or interest.

1.       District meeting AYP (Average Yearly Progress)
2.       Quality Staff Development in core areas and STAAR/EOC.
3.       100% Highly Qualified Staff
Affirmations - Review your participation in improvement initiatives or efforts to engage in action research, and affirm or identify at least 3 actions that must be sustained and supported to achieve the
District/ Campus improvement initiatives.
1.       The district will evaluate students’ scores on modified state tests and determine when students should be considered for moving to the regular STAAR.  Work collaboratively with campuses and all core areas by meeting and reviewing student assessment data as it pertains to LEP, LEP/Special Education, monitored LEP, Migrant, and PFS students to exceed the state percentage of students passing STAAR and EOC in all core areas.
2.       The district will provide staff development in the TEKS for all core areas.  Meaningful and relevant training for teachers who teach English language learners to improve lesson planning, delivery and reflection.  Professional development will be provided to all professional staff regarding changes in the state accountability system including information pertaining to accommodations, modifications, scaffolding and the use of sheltered instruction strategies.    One hundred percent of teachers will have high quality staff development. 
3.       The District will only hire Highly Qualified Teachers.  The Bilingual/ESL department will offer preparation classes to any certified professional whose current job assignment requires Bilingual or ESL endorsement.  The District will follow their Highly Qualified Plan. 
Recommendations - Review your participation in improvement initiatives or efforts to engage in action Research and describe at least 3 recommendations you would make regarding the District/Campus Improvement plans or action research plans.

1.       Each campus will develop a yearly STAAR/EOC plan which outlines campus activities needed to achieve the goal of 100% student success.  The plan will be updated and shared with the principal’s supervisor to determine effectiveness of activities, programs and strategies utilized.  Campuses and the district are expected to “Meet AYP.”  An accountability support plan will be provided to each campus by the Accountability Support Team.  Campuses will be expected to meet and work with the Accountability Support Team to reach their accountability goals. 
  1. The Department of Curriculum and Instruction and the Department of Special Programs will develop and share with campuses a variety of resources and materials to be used in teaching the core tested areas.  These would include, but are not limited to, staff development opportunities, workshops, technology integration, websites, Curriculum Corner, etc.  If principals prefer to utilize programs not provided by the district, a meeting must first be held to discuss the program with the Assistant Superintendent for Curriculum and Instruction and/or the Assistant Superintendent for Special Programs (as appropriate). The District will only hire Highly Qualified Teachers.  Teachers and other staff will be required to attend district STAAR/EOC staff development sessions and workshops and to utilize the information/strategies to improve instruction.  Evidence of use must be documented in lesson plans.
3.       The District will only hire Highly Qualified Teachers. 
Evaluate - Review your participation in improvement initiatives or efforts to engage in action research
And identify at least 3 strategies for evaluating the improvement plans or recommendations.
  1. Publish a needs analysis tool and place in the Principal Folder which is the same location as their campus improvement plans. Principals will provide evaluation/feedback regarding support received from administrative personnel through participation in an annual survey.
2.       Each campus will complete the needs analysis at multiple points in the year and communicate progress towards goals. Conduct individual reviews of the needs assessment activities with campus principals. Give feedback on this process and include as a portion of the campus principal’s evaluation.
3.       Human Resource Service (HRS) will conduct continuous reviews of teacher and Instructional aide’s transcripts and teacher certificates to insure that all staff working in High Qualifies assignments is Highly Qualified.

Week Three Assignment, part 2 – Review the above analysis, and write at least one page thoroughly describing recommendations and lessons learned from experiences with the improvement initiatives or action research plans. 
 
Summary

District improvement plans are put in place to tie district goals to budgets and personnel resources. The plans are the roadmap district uses to attain its stated goals.  The more articulate and clearly stated the map is, the better the chances are that the road map will be followed. Campus and district Improvement plans help each district articulate priorities and drive how monetary/professional resources are allocated.  The plans should be used to drive all campus operations and referred to frequently to ensure progress.  

Based on the quantitative and qualitative data, the following have been listed as needs for GPISD:  Meet AYP, Staff development in core areas and STAAR/EOC, Updating curriculum in tested areas, Updating/maintaining technology, Parent Communication, 100% Highly Qualified Staff, and Staff development and teaching strategies for LEP and SPED students.

My third recommendation is that the District only hires Highly Qualified Teachers.  Central administration will support and document its efforts to help campuses in the hiring process so that Highly Qualified staff will be at 100% in GPISD. 

Galena Park ISD will continue to deliver effective instruction to their diverse and growing student population in grades Pre-K through 12.  Overall, I am excited about the progress that GPISD has made this pass year under its first year superintendent.   I look forward to doing my part to help campuses reach its campus and the district goals.
